You have been selected for assignment to an organization that does not exist.
There is no legal record of Delta Green. There is no charter. There is no line item in any federal budget. There is no organization chart. Your parent agency is not aware that you have been selected. It will not become aware. Your superiors in that agency will continue to believe that you are performing your normal duties.
You will not correct this belief.
Delta Green is an extra‑governmental organization that operates outside the normal chain of command. It has no legal authority, but it holds operational authority superior to any federal agency. This authority is derived from Executive Order 9402, signed by President Franklin D. Roosevelt on November 17, 1940. The existence of this order is classified at the highest level. The Organization's authority is absolute, but it is absolute only so long as it remains secret.
The moment Delta Green is discovered, its authority ceases to exist.
This is the paradox of your new assignment. You are being asked to serve an organization that has no legal standing, no official existence, and no recognition. You are being asked to exercise authority that cannot be acknowledged. You are being asked to do work that cannot be explained.
You are being asked to serve your country in a way that your country cannot acknowledge.
Your mission, should you accept it, is to protect the national security of the United States from threats that are not addressable through conventional means.
This mission is divided into three operational categories:
You will be required to identify phenomena that do not fit within the framework of normal understanding. These may be physical objects, biological entities, psychological conditions, or events that violate the laws of physics as they are currently understood. You will be trained to recognize these phenomena. You will be expected to report them when they are encountered.
When a threat is identified, you will be required to contain it. This may involve quarantine, neutralization, or simply preventing the information from reaching the public. You will be given the authority to take whatever action is necessary to achieve containment. You will be expected to exercise this authority with judgment and restraint.
When containment is not possible, you will be required to deny. This means ensuring that no evidence of the threat survives in any form that could be understood by unauthorized personnel. This may involve the destruction of documents, the silencing of witnesses, or other actions that you may find distasteful. You will be expected to perform these duties without hesitation.
You will not be fighting conventional enemies.
You will not be fighting the Germans. You will not be fighting the Japanese. You will not be fighting the Italians. These enemies are being handled by the armed forces of the United States and our allies. You will not be involved in them.
You will be fighting things that should not exist.
The Organization does not have a complete understanding of the threats it faces. What is known is limited. What is suspected is extensive. What is unknown is vast.
You will not be told everything you need to know in advance.
You will learn what you need to know when you need to know it. This is not a reflection on your character. It is a reflection of the nature of the threats. Some information is dangerous to know before you are prepared for it. Some information is dangerous to know at all.
You will be trained. You will be guided. You will be supported.
But you will also be expected to trust that your superiors are providing you with the information you need. You will be expected to accept that there are things you are not yet ready to understand. You will be expected to follow orders that you do not fully comprehend.
This is the nature of the work.
You should be familiar with the Innsmouth incident of 1928. It is the reason this Organization exists. It is the reason you have been selected.
The town of Innsmouth, Massachusetts, was quarantined in 1928 due to an outbreak of a contagious disease. The quarantine was conducted by federal agents acting under the authority of the Department of the Navy. The town was evacuated. The residents were relocated. The incident was classified and never publicly discussed.
The quarantine was not due to a disease. The residents of Innsmouth were found to be involved in systematic interbreeding with non‑human entities. These entities were aquatic in nature. They had characteristics that were not consistent with known marine life. They were capable of extending human lifespans by decades. They were part of something larger than themselves.
The federal agents who participated in that raid understood that they had encountered something beyond the scope of normal understanding.
They understood that the public could never be told the truth. They understood that conventional agencies could not be trusted to handle the threat. They understood that something new was required.
That something was Delta Green.
The Organization was formed in the years following the Innsmouth incident. Its purpose was to identify and contain threats like the one that had been discovered in Massachusetts. Its purpose was to ensure that the public would never learn the truth about what existed in the shadows.
You are now part of that purpose.
You have been informed that Delta Green possesses extraordinary authority. This is true. The Organization can command the resources of any federal agency. It can neutralize criminal charges. It can manufacture identities and erase histories. It can compel cooperation from individuals who would never willingly assist.
It is important that you understand this power does not belong to you.
As a field agent or support operative, you possess no authority in your own right. You will carry no badge that identifies you as a member of Delta Green. No such badge exists. You will carry no orders that cite Executive Order 9402. No such orders exist in written form. You will carry no documentation that would explain your actions to a skeptical police officer, a suspicious security guard, or a hostile federal agent.
You are, in the eyes of the world, exactly what your cover says you are.
If your cover says you are a postal inspector, you are a postal inspector. If your cover says you are a freelance insurance adjuster, you are a freelance insurance adjuster. If your cover says you are a lost tourist, you are a lost tourist. You will maintain this cover at all times. You will not deviate from it. You will not imply that you are anything other than what your cover states.
The Organization cannot protect you if you break cover.
Your Handler is your sole point of contact with Delta Green. He is the conduit through which the Organization's power flows. He is your alibi. He is your clearance. He is your authority.
When you require assistance, you will contact your Handler.
You will not attempt to exercise Delta Green's authority on your own.
You will not identify yourself as a Delta Green agent to anyone outside the Organization. You will not invoke the Organization's name to gain cooperation. You will not threaten anyone with the Organization's power. Such actions are not only ineffective—they are dangerous. They expose the Organization to investigation. They compromise ongoing operations. They place you and your colleagues at risk.
Your Handler is your shield.
He will intervene on your behalf when necessary. He will provide cover when you are questioned. He will ensure that your actions are retroactively authorized when they exceed the bounds of the law. But he cannot do this if you have drawn attention to yourself. He cannot do this if you have revealed the Organization's existence. You must give your Handler the ability to protect you.
Your Handler is not omnipotent. He cannot fix every situation. He cannot open every door. He cannot prevent every consequence.
There will be times when the Organization cannot help you.
You may be detained in a jurisdiction where the Organization has no influence. You may be investigated by an agency that is resistant to external pressure. You may be caught in a situation where the official record is too extensive to alter. You may find yourself in a position where the cost of intervention exceeds the value of the asset.
In these situations, you will be on your own.
Your Handler will do what he can. He may provide you with advice. He may provide you with resources. He may provide you with a way out. But there are limits to what he can accomplish, and there are circumstances in which the Organization will choose to cut its losses.
You are expected to accept this reality.

You are a person who has been given extraordinary resources, but you are still a person. You can still be arrested. You can still be prosecuted. You can still be killed.

Because you cannot rely on the Organization's authority in the moment, you must learn to rely on yourself.
You will need to be creative.
You will need to find ways to accomplish your objectives without drawing attention. You will need to solve problems without invoking your Handler. You will need to navigate situations where you have no official standing, no legal authority, and no backup.
This is the nature of the work.
You will learn to pick locks when you cannot obtain keys. You will learn to forge documents when you cannot obtain clearances. You will learn to persuade people when you cannot compel them. You will learn to disappear when you cannot be extracted.
You will learn to do these things because you must.
The Organization provides you with resources, but it does not provide you with solutions. It provides you with opportunities, but it does not guarantee success. It provides you with support, but it does not promise survival.
Your success depends on you.
The Organization operates on the principle of plausible deniability. This means that no action taken by Delta Green can be traced back to Delta Green.
Your actions must be deniable.
If you are caught, you must be able to maintain your cover. You must be able to provide a convincing explanation for your actions that does not involve the Organization. You must be able to accept the consequences of your actions without implicating anyone else.

WHEREAS, the national security of the United States requires the identification, containment, and neutralization of threats that are not addressable through conventional means;
WHEREAS, the incident at Innsmouth, Massachusetts, in 1928, and subsequent investigations, have revealed the existence of threats to the security of the United States that fall outside the scope of existing federal agencies;
WHEREAS, existing federal agencies are not equipped to address such threats, and the dissemination of information regarding such threats would cause public panic and endanger the security of the nation;
WHEREAS, the legal and constitutional framework of the United States does not provide for the creation of a body with the authority necessary to address such threats through conventional means;
WHEREAS, the establishment of such a body would require authority that cannot be granted through any single Executive Order or Act of Congress, as such authority would necessarily exceed the bounds of existing law;
WHEREAS, the only practical means of establishing such a body is through the quiet and gradual infiltration of existing agencies and institutions, such that the body may operate with the resources and authority it requires without the knowledge or consent of the Congress, the Senate, the House of Representatives, or ultimately even this Office;
NOW, THEREFORE, by the authority vested in me as President of the United States, and with full knowledge that the authority I am delegating exceeds that which I am legally empowered to grant, I hereby order and direct the following:
There is hereby established a covert coordinating body to be known as Delta Green. Delta Green shall operate under the direct authority of the President of the United States, but shall be subject to no other authority, including the authority of the Congress, the Senate, the House of Representatives, or any other body of the United States Government.
Delta Green shall be headquartered in Washington, District of Columbia, and shall maintain such field offices and personnel as the Director of Delta Green deems necessary for the fulfillment of its mission.
The existence of Delta Green shall remain classified at the highest level. No public acknowledgment of Delta Green's existence shall be made. No official record of Delta Green's operations shall be maintained. No personnel shall be identified as members of Delta Green to any person outside the organization.
The President of the United States, his successors, and all officers of the United States Government shall deny all knowledge of Delta Green if questioned. This denial shall be absolute and shall be maintained even under oath.
The mission of Delta Green shall be the identification, containment, and neutralization of threats to the national security of the United States that are not addressable through conventional means.
Delta Green shall identify threats to the national security of the United States that fall outside the scope of existing federal agencies. This shall include, but not be limited to:

Delta Green shall have the authority to commandeer the resources of any federal agency, including but not limited to: the Department of Justice, the Federal Bureau of Investigation, the Department of the Navy, the Department of War, the Department of State, the Office of Strategic Services, and any other agency deemed necessary by the Director of Delta Green.
Delta Green shall have the authority to requisition personnel from any federal agency or military branch. Such personnel shall serve at the direction of Delta Green for the duration of their assignment. Their parent agency shall be informed only that they have been assigned to "special duty" and shall receive no further information.
Delta Green shall have the authority to intervene in any legal proceeding involving its personnel. Delta Green may arrange for: charges to be dropped, records to be expunged, witnesses to recant, and personnel to be released from custody.
Delta Green shall have the authority to classify, declassify, or destroy any information related to its operations. Delta Green may: seize documents, control communications, prevent dissemination of information, and eliminate evidence.
The Director of Delta Green shall not be subject to the authority of the President, the White House, or any other officer of the United States Government. The Director may refuse any request from the President or any other authority. The Director may take any action necessary to fulfill the mission, regardless of the wishes of the President or any other authority.
This authority is absolute. It is subject to no review. It is subject to no oversight. It is subject to no appeal.
The authority granted to Delta Green cannot be exercised through a traditional chain of command. It requires the establishment of a networked structure that is rooted in every branch of the United States Government.
Delta Green shall seed personnel throughout the federal government. These personnel shall not be identified as members of Delta Green. They shall serve their parent agencies in their official capacities while maintaining their loyalty to Delta Green.
Delta Green shall recruit personnel from every branch of the federal government. Recruitment shall be conducted with the utmost discretion. Personnel shall be recruited based on their reliability, judgment, and ability to function under conditions that would incapacitate most individuals.
Delta Green shall infiltrate every agency and institution of the United States Government. This infiltration shall be conducted without the knowledge or consent of the agencies and institutions infiltrated. The purpose of this infiltration is to ensure that Delta Green has the resources and authority it requires to fulfill its mission.
Delta Green shall coordinate its activities through its network of personnel throughout the government. This coordination shall be conducted through means that cannot be traced to Delta Green. This coordination shall be conducted without the knowledge or consent of the agencies and institutions involved.
All Delta Green operations shall be conducted with the utmost secrecy. Personnel shall not discuss their work with any person outside the organization. Personnel shall not identify themselves as members of Delta Green to any person outside the organization.
All Delta Green operations shall be conducted in a manner that maintains plausible deniability. Actions taken by Delta Green shall not be traceable to Delta Green. Personnel shall maintain cover identities at all times.
Delta Green shall take whatever measures are necessary to fulfill its mission. No action that is necessary for the fulfillment of the mission shall be considered beyond the authority of Delta Green.
Delta Green shall not acknowledge its existence to any person or entity outside the organization. Personnel who are questioned shall deny all knowledge of Delta Green. Personnel who are compromised shall be disavowed.
Delta Green shall not be accountable to any person or entity outside the organization. Personnel shall not be required to provide an accounting of their actions to any person or entity outside the organization.
Delta Green shall be staffed by personnel selected by the Director of Delta Green.
Personnel shall be selected based on their reliability, judgment, and ability to function under conditions that would incapacitate most individuals. Personnel may be drawn from any federal agency, any military branch, or any civilian profession.
Service to Delta Green shall be permanent. Personnel shall not be permitted to resign, retire, or withdraw. Personnel who attempt to leave without authorization shall be subject to administrative review.
Delta Green shall provide support to its personnel and their families. Such support shall be provided through means that cannot be traced to Delta Green. Such support shall include, but not be limited to: legal protection, medical care, financial assistance, employment protection, and care of survivors.
Personnel shall maintain their loyalty to Delta Green above all other loyalties. This loyalty shall supersede loyalty to the President, the Congress, the Constitution, or any other authority. This loyalty is absolute. It is subject to no review. It is subject to no appeal.
Delta Green shall be funded through means that cannot be traced to Delta Green.
Funding shall be drawn from: existing appropriations for classified activities, covert transfers from federal agencies, private contributions from individuals who are aware of the nature of the work, and income generated through assets controlled by Delta Green.
Delta Green shall not be subject to audit by any federal agency. No record of Delta Green's funding shall be maintained. No accounting of Delta Green's expenditures shall be required.
Delta Green shall work toward self‑sufficiency. It shall establish its own sources of income. It shall establish its own networks of support. It shall establish its own assets. The goal of this self‑sufficiency is to ensure that Delta Green can continue to function even if its sources of funding are cut off.
In the event of the incapacitation or death of the Director of Delta Green, authority shall pass to the senior surviving agent of Delta Green.
The chain of command shall be determined by the Director of Delta Green and shall be maintained in a classified location. In the event that the chain of command is unavailable, surviving agents shall act in accordance with the mission and the doctrine of Delta Green.

Delta Green shall maintain its independence from all external authorities. It shall not be subject to the authority of the President, the Congress, or any other body. It shall be subject only to its own mission.
"Unconventional threats" shall be defined as any threat to the national security of the United States that is not addressable through conventional means. This shall include, but not be limited to, threats posed by entities, phenomena, or intelligences that do not conform to known human understanding.
"Containment" shall be defined as the prevention of a threat from spreading or causing further harm. Containment shall include, but not be limited to, quarantine, detention, and neutralization.
"Neutralization" shall be defined as the elimination of a threat. Neutralization shall include, but not be limited to, destruction, termination, and denial.
This Executive Order shall take effect immediately upon its signing.

The first pillar of the doctrine is Identification. You cannot fight what you do not understand. You cannot contain what you have not found. You cannot deny what you have not recognized.

If the answer to any of these questions is yes, you have identified a potential threat.
Once a threat has been identified, you must report it to your Handler. You will provide a detailed account of what you have observed. You will not editorialize. You will not speculate. You will provide facts.
Your Handler will determine the next steps.
He may instruct you to continue observing. He may instruct you to withdraw. He may instruct you to engage. You will follow his instructions without question.
You are the eyes of the Organization. Your reports are its intelligence.
The second pillar of the doctrine is Containment. Once a threat has been identified, it must be contained. This is not optional. This is not negotiable. The threat must be prevented from spreading.
Containment takes many forms.
If the threat is a physical entity, it must be secured. It must be prevented from causing further harm. It must be prevented from reaching the public.
This may involve:
You will use the minimum force necessary to achieve containment. But you will achieve containment.
If the threat is information, it must be contained. It must be prevented from spreading. It must be prevented from reaching unauthorized personnel.
This may involve:
You will ensure that the information does not spread. By all means necessary.
If individuals have been exposed to the threat, they must be contained. They must be prevented from sharing what they have seen. They must be prevented from becoming a danger to the Organization.
This is the most delicate part of containment.
The third pillar of the doctrine is Denial. If containment is not possible, or if containment has failed, you must deny. You must ensure that no evidence of the threat survives in any form that could be understood by unauthorized personnel.
Denial is the last line of defense.
The most effective form of denial is to make the witness non‑credible. If no one believes what they have seen, the truth does not spread.
You will learn to discredit witnesses.
The goal is to ensure that no rational person believes them.
If a witness cannot be discredited, you will deflect. You will provide an alternative explanation that is more plausible than the truth.
You will learn to create alternative narratives.
The goal is to provide a rational explanation that is easier to believe than the truth.
If a witness cannot be discredited or deflected, you will misdirect. You will draw attention away from the truth toward something else.
You will learn to create distractions.
The goal is to make the truth seem less important than other concerns.
In some cases, a witness may be so deeply affected by what they have seen that their grip on reality has been compromised. In these cases, you may be able to push them toward a state of psychosis.
This is not a preferred method. But it is a method.
You will learn to recognize witnesses who are already unhinged. You will learn to reinforce their delusions. You will learn to make them doubt their own perception. You will learn to make them doubt their own memory.
If a witness is believed to be insane, they are not believed at all.
There are individuals who will attempt to betray the Organization. There are individuals who will attempt to reveal its secrets. There are individuals who will attempt to share what they know with unauthorized personnel.
These individuals are the greatest threat to the Organization.
A traitor is anyone who knowingly acts against the interests of the Organization. A whistleblower is anyone who reveals classified information to unauthorized personnel.
You will learn to recognize the signs.
If you suspect someone of being a traitor or a whistleblower, you will report them to your Handler immediately.

If the Organization determines that an individual poses an existential threat, and that no other options are available, the Organization will take action.
The action will be carried out with discretion.

You may wonder how the Organization can justify the actions described in this addendum. You may wonder how you can justify them to yourself.
The answer is simple: necessity.
The threats that Delta Green faces are not ordinary threats. They are threats to the existence of humanity. They are threats that cannot be fought with conventional means. They are threats that require extraordinary measures.
The Organization exists to protect humanity.

This may take years. It may take decades. It will happen.
In the event that the Organization is destroyed and the Remnant cannot immediately reconstitute it, individual agents will hold out. They will maintain their covers. They will preserve their knowledge. They will wait.
They will wait for the right moment to rebuild.
An agent who holds out is not a survivor. A survivor is someone who has abandoned the mission. An agent who holds out is someone who has preserved the mission. He is the seed from which the Organization will grow again.
Holding out is not failure. Holding out is patience.
You may be the last surviving member of Delta Green. You may be the last person on earth who understands the nature of the threats that exist. You may be the last person capable of doing anything about them.
If you are the last, you are still the mission.
You will act as a cell of one. You will identify threats. You will contain threats. You will deny information to unauthorized personnel. You will do this until you are no longer capable of doing it.
When you can no longer act, you will find someone who can.
The Continuity Doctrine states that the mission of Delta Green is eternal. It does not expire with the death of an agent. It does not expire with the destruction of an institution. It does not expire with the collapse of civilization.
The mission continues as long as there is anyone to carry it.
If you are the only one left, you will carry it. If you are the last one, you will carry it. If you are the one who must rebuild from nothing, you will carry it.
There is no end to the mission.
You have been made aware of the possibility of nuclear war. You have been made aware of the possibility that the United States may cease to exist as a functional nation‑state. You have been made aware of the possibility that civilization itself may not survive the coming decades.
These possibilities do not change your duty.
In the event of nuclear war, the United States may cease to function as a coherent entity. The federal government may be destroyed. The military may be decimated. The population may be reduced to a fraction of its former size. The infrastructure of modern civilization may collapse.
None of this relieves you of your obligation.
If the United States is destroyed by nuclear attack, you will continue to serve the mission. If the government collapses, you will continue to serve the mission. If the world is reduced to ash and rubble, you will continue to serve the mission.
There is no excuse for abandoning the mission.
In the event of nuclear annihilation, the nature of the threat changes. The immediate danger becomes survival. The long‑term danger remains the same: the things that existed before humanity, and that will exist after humanity, must be contained.
The Long Watch is the continuation of the mission in a post‑civilization environment.
You will preserve your knowledge. You will preserve your training. You will preserve your commitment. You will pass these things on to others who can continue the work. You will ensure that the mission survives beyond the generation that witnessed the annihilation.
The Long Watch may last for generations. It will be maintained.
You have not been asked to swear an oath to Delta Green. You have not been asked to swear an oath to the United States. You have not been asked to swear an oath to any flag or any institution.
But you have accepted a duty.
That duty is to protect humanity from threats that it cannot understand and cannot face. That duty is to ensure that the darkness does not overwhelm the light. That duty is to continue the work of Delta Green, whatever the cost, whatever the circumstances, whatever the outcome.
This duty does not expire.
It does not expire when you are no longer supported. It does not expire when you are no longer recognized. It does not expire when you are no longer protected. It does not expire when you are the only one left.
It expires when you do.
You have been selected for assignment to Delta Green. You have been congratulated on this selection. You have been warned of its consequences. You have been offered the opportunity to withdraw.
You did accept that you may be called upon to serve without support. You did accept that you may be the last person standing. You did accept that you may be required to continue the mission long after the Organization has ceased to exist. You did accept that you may be required to rebuild the Organization from nothing. You did accept that you may be required to carry the mission through nuclear annihilation and beyond.
This is the nature of Delta Green.
